It Is Confirmed! Guangdong "Plastic Limit Order" Will Be Implemented like This!
Guangdong new plastic ban was officially implemented on September 1. On September 21, the Guangdong Provincial Development and Reform Commission stated that in order to facilitate local implementation, the Provincial Development and Reform Commission and the Provincial Department of Ecology and Environment have jointly formulated the "Catalogue of Plastic Products Prohibited and Restricted in Production, Sales and Use in Guangdong Province (2020 Edition)". Clarified the relevant restriction and refinement standards, regional scope and time nodes.
Plastic products restrictions are not "one size fits all"
Prior to this, the "Implementation Opinions on Further Strengthening the Treatment of Plastic Pollution" (hereinafter referred to as the "Provincial Implementation Opinions") was issued and implemented, according to the principles of systematic governance, coordinated governance, source reduction, and green substitution, from the entire process of plastic pollution The link proposes related tasks and measures. Once the opinions came out, they received widespread attention and discussion.
The relevant person in charge of the Provincial Development and Reform Commission also pointed out that the current plastic pollution control is still in its infancy, and there is still a lot of work to be done in implementing the main responsibilities, monitoring key areas, and strengthening publicity and guidance. And reminded that the "Provincial Implementation Opinions" as an administrative normative document, September 1 is the implementation time of the document, and 5 years is the validity period of the document. Evaluate the implementation situation 6 months before the expiration of the validity period, and then decide whether to amend, abolish or continue the implementation.
At the same time, the "Provincial Implementation Opinions" put forward specific requirements for prohibiting and restricting the use of different types of disposable plastic products, including time limit requirements. All localities should implement the relevant time limit requirements instead of September 1. For example, by the end of 2020, non-degradable disposable plastic straws are banned in the catering industry across the province, which means that non-degradable disposable plastic straws are prohibited in the catering industry across the province from January 1, 2021.
In addition, the relevant person in charge of the Provincial Development and Reform Commission once again emphasized that the banned and restricted production, sales and use of some disposable plastic products proposed in the "Provincial Implementation Opinions" are implemented in stages and by regions, and they are not "one size fits all" and immediately banned. . In addition, the banned and restricted use of some disposable plastic products in stages and regions is only one part of the plastic pollution control process, and more emphasis is placed on the whole chain management of production, circulation, substitution, and recycling.
